A motion for reconsideration has been filed before the Supre me Court on its dismissal of a petition questioning the manner in which the Comprehensive Agrarian Reform Law is being implemented in sugar lands, Cebu Rep. Pablo Garcia, legal counsel of the petitioners, said yesterday.

Garcia, who is eyeing the House speakership, told the DAILY STAR that, even if he does not get the position, he will lead, along with other solons from Negros, a campaign not to extend CARP after it expires in June 2008.

Mayor calls for lobby in Congress,
moratorium on distribution of land

La Castellana Mayor Enrico Elumba is calling for a moratorium on land disposition in municipalities where the current amount of property disposed is way beyond the capability of the government to support.

At a press conference yesterday, Elumba also called for a strong lobby for a review of the Comprehensive Agrarian Reform Program when its law expires next year, saying its implementation in sugarlands has been detrimental to Negros Occidental. There is a need for a restudy the Comprehensive Agrarian Reform Law (R.A. 6657) with emphasis on the sustainability of the program and revenue generation, he said.

In his study entitled "Sourcing Revenues in Times of Fiscal Crisis: An LGU Dilemma," Elumba said the total agricultural land in Negros Occidental is 237,580.0972 hectares and covered by CARP is 57,305.4674 hectares. moremoremore

3 guards to be charged today
for death of two, injury of six

The three security guards allegedly involved in the shooting of Task Force Mapalad members will be charged today with double homicide and multiple frustrated homicide before the Negros Occidental Provincial Prosecutor's Office for the killing of two farmer beneficiaries and injuring six others, in Hacienda Velez- Malaga, Brgy. Robles, La Castellana, on June 4, police said.

Negros Occidental police director Rosendo Franco yesterday said one of the three security guards identified as Enrique Maliksi who fired his gun, as indicated by the result of the ballistic test on his firearm, was also found positive for gunpowder nitrates.

Franco said Maliksi is now locked up in jail, but not in La Castellana, for security reasons. moremoremore
