About eight house parents from the Social Development Center in Bacolod City have been replaced for having violated certain rules of the facility.
Five out of the eight house parents were terminated, while the three were assigned to other offices in the city government, SDC head Roselyn Rubrico said yesterday.
Rubrico said they now have 15 house parents aside from Public Order and Safety Office guards assigned to the facility.
She had recommended their transfer based on the recommendation of the previous management. She said she is being the one blamed since it was during her term when the request for their transfer was given action.
Rubrico said they have certain rules house parents have to follow in order to help in the reformation of children in conflict with the law (CICL) who are kept in the facility. How can the children reform when the house parents are tolerating their activities? she asked.
During her term she would call their attention if she receives any report of any abuse or violation of their rules and would give them a warning. When they were hired they were oriented about R.A. 9344 on how to run the Social Development Center and given additional information, she said.
They have a total of 35 CICL at the SDC and out of the 35 about 19 are involved in R.A. 9165. The rest have cases involving frustrated homicide, theft, trafficking, murder and robbery, Rubrico said.
There is a P2 million budget allocated for the improvement of the perimeter fence of the facility to prevent the escape of CICL, she said.*
