16 meted life for drugs
Father gets 40 years for incest rape

Sixteen persons facing illegal drugs cases were sentenced to life imprisonment, while a father was meted a 40-year-jail term for raping his 11-year-old daughter during the 5th National Judgment Day at the Hall of Justice in Bacolod City yesterday.

As part of the 44th anniversary of the Office of the Court Administrator of the Supreme Court, all first and second level courts were required to participate in the 5th National Judgment Day.

This was in compliance with the 10-point agenda of Chief Justice Diosdado Peralta and the SC to decongest court dockets and jail facilities through the efficient and speedy administration of justice, a court press statement said.

RTC Branch 52 Judge Raymond Joseph Javier disposed of 51 drug-related criminal cases involving 25 detention prisoners. Among the 25 detention prisoners 17 were convicted, five were acquitted and three were released due to insufficiency of evidence.

Sentenced to life imprisonment by Javier were Will Belly Mabugay Vinco, Ramon Bico Sancho, Rasty Oberes Espinosa, Brando Tiburcio Balungcas, Joemar Pagunsan Launio, Randy Kilcher Panela Ramirez, Nina Octavio Diosanta, Anthony Jones Asong Ape, Salvador Alcansado Reyes, June Jay Tuazon Tulmo, Elmer Beltijar Gonzales, Crisanto Glorial Valderama, Rene Boy Dasillo, Jocelyn Suares Gorriceta, Dioren Prado Bandiolo, and Suzette Aquilesca Bandiola.

3 CASES EACH

Vinco sold shabu weighing .026 gram for P200 to a police poseur-buyer at Hacienda Hermelinda, Barangay Granada, Bacolod, on March 25, 2016, and on his arrest .173 gram of shabu and an improvised tooter were recovered from his possession, information filed in court said.

Sancho was accused of selling .026 gram of shabu for P200 to a police poseur-buyer in Purok Neptune, Barangay Singcang Airport, Bacolod, on May 26, 2016, and for possession of 3.723 gram of shabu and two improvised tooters on his arrest.

Espinosa was charged for the sale of .052 gram of shabu for P200 to a police poseur buyer in Purok 5A, Barangay Alangilan, Bacolod City, and for possession of .057 in shabu and drug paraphernalia.

Balungcas was accused for selling .037 gram of shabu to a police poseur-buyer for P150 in Purok Santo Niño, Barangay 31, Bacolod City on June 9, 2015, possession of an additional .459 gram of shabu and an improvised tooter.

Ramirez was accused for selling .108 gram of shabu for P500 to a police poseur buyer in Purok Kabulakan, Barangay Zone 10, Talisay City, on July 30, 2019, possession of an additional 1.887 grams of shabu and an improvised tooter.

Javier sentenced Vinco, Sancho, Espinosa, Balungcas and Ramirez to life imprisonment and to each pay a fine of P500,000 for the sale of drugs, to 12 years 8 months as minimum to 17 years 8 months imprisonment and to each pay a fine of P300,000 for possession of drugs, and to 6 months and one day as minimum to two years and seven months as maximum imprisonment and to each pay a fine of P10,000 for possession of dangerous drugs paraphernalia.

Launio was accused of selling .032 gram of shabu for P500 to a police poser buyer in SitioSibucao, Barangay Banago, Bacolod City, on June 8, 2019 and for possession of an additional 8.5004 grams of shabu and an improvised tooter.

Javier sentenced him to life imprisonment and to pay a fine of P500,000 for the sale of drugs, to 12 years 8 months as minimum to 17 years 8 months imprisonment, to pay a fine of P400,000 for possession of drugs, and to 6 months and one day as minimum to two years and seven months as maximum imprisonment and to pay a fine of P10,000 for possession of dangerous drugs paraphernalia.

DOUBLE LIFE

Diosanta and Ape were charged for the sale of .37 gram of shabu for P1,000 to a police poseur buyer at the Bacolod Pension Plaza at Cuadra Street, Barangay 21, Bacolod City, on June 9, 2016 and were both sentenced to life imprisonment.

Ape was sentenced to a second life imprisonment for possession of 22.797 grams of shabu and ordered to pay a fine of P500,000, while Diosanta was sentenced to an additional 12 years and 8 months as minimum to 17 years and 8 months maximum imprisonment and to pay a fine of P300,000 for possession of 2.734 grams of shabu.

2 DRUG RAPS

Reyes was accused of selling .1028 gram of shabu for P300 to a police poseur-buyer in Zone 9, Barangay Handumanan, Bacolod on July 2, 2019 and for possession of .1020 gram of shabu on his arrest.

Tulmo was accused of selling .097 gram of shabu for P150 to a police poseur-buyer at Purok Cadena de Amor, Barangay 29, Bacolod City, on June 17, 2016 and for possession of additional .095 gram of shabu.

Valderama was accused of selling .050 gram of shabu to a police poseur-buyer for P200 at Purok Malipayon, Barangay 12, Bacolod City, on Oct. 28, 2015, and for possession of additional .548 gram of shabu.

Dioren Prado Bandiola and Suzette Aquilesca Bandiola were arrested for the sale of .610 gram of shabu for P400 to a Philippine Drug Enforcement Agency (PDEA) officer at Purok Cabugwason, Barangay Mansilingan, Bacolod City, on Sept. 12, 2015, and for possession of an additional .3329 gram of shabu.

Javier sentenced Reyes, Tulmo, Valderama and the Bandiolas to life imprisonment and to pay fines of P500,000 each for the sale of drugs, and to 12 years 8 months as minimum to 17 years 8 months imprisonment and to pay fines of P300,000 each for possession of drugs.

Gonzales was accused for the sale of .0860 gram of shabu for P300 to a police poseur-buyer at Purok Gugma, Barangay 10, Bacolod, on June 20, 2015 and for possession of 4. 9196 grams of shabu.

Javier sentenced him to life imprisonment and to pay a fine of P500,000 for the sale of drugs, and to 12 years 8 months as minimum to 17 years 8 months imprisonment and to pay a fine of P400,000 for possession of drugs.

Dasillo and Gorriceta were accused of selling .4537 shabu for P300 to a PDEA intelligence officer at Purok Sigay, Barangay 2, Bacolod City, on Sept 10, 2015 and were sentence to life imprisonment and to each pay a fine of P500,000.

Dasillo was found in possession of an additional 1.007 gram of shabu and was sentenced to o 12 years 8 months as minimum to 17 years 8 months imprisonment and to pay a fine of P300,000 for possession of drugs.

LESSER PENALTY

Noli Eba Dega who was apprehended with .015 gram of shabu at of Purok Ceriza 2, Barangay 27, Bacolod, was sentenced to 15 years and 8 months as minimum, and 20 years as maximum imprisonment for possession of dangerous drugs and to pay a fined of P300,000.

He was also sentenced to 6 months and one day as minimum to two years and seven months as maximum and to pay a fined of P10,000 for possession of dangerous drugs paraphernalia.

All of the men found guilty were ordered transferred to the National Bilibid Prison in Muntinlupa City, and the women to the Correctional Institution for Women in Mandaluyong City.

The seized dangerous drugs were ordered turned over to the PDEA for destruction.

NOT GUILTY

Found not guilty of drug charges were Giovanie Colasisang Altobar, Lloyd Richard Mayol Rubin, Albert Gonora Oñates, Donald Buerba Diamon and Siljonh Parreño Biscocho, who were ordered released unless detained for some other lawful cause.

Mendoza Rivera, Edgar Fortaleza Navarro and Donesa Posadas Jr. were also freed for insufficiency of evidence.

INCEST RAPE

Meanwhile, Acting Presiding Judge Walter Zorilla of Bacolod RTC Branch 51 found a resident of Salvador Benedicto town, Negros Occidental, whose name is being withheld to protect the identify of his victim, to reclusion perpetua, or 40 years imprisonment for incest rape.

Information filed in court said he raped his 11-year-old daughter on Sept. 6, 2013. He was ordered to pay his daughter P225,000 in civil indemnity, moral damages and exemplary damages.*
