A member of the Sangguniang Panlungsod of Dumaguete is pushing to charge complainants a filing fee of P2,500 per administrative case filed against barangay officials in the city.
Councilor Karissa Faye Tolentino-Maxino said the measure seeks to discourage the practice of indiscriminate filing of administrative cases against barangay officials.
If not regulated, she said frivolous administrative cases unnecessarily drain the time, resources and efforts of the SP members that could have been utilized in more important legislatives functions.
She added that there are even cases designed to just harass barangay officials who are simply doing their jobs.
In a recent public hearing, Poblacion 8 Barangay Captain Maelyn Rose Mariano suggested that the filing fee be raised up to P10, 000 as a form of deterrent, while Bajumpandan kagawad Juancho Gallarde suggested that the imposition of a filing fee shall be per case, and per barangay official.
Tolentino-Maxino said that all suggestions will be taken into consideration before final deliberations on the proposed ordinance.
But no filing fee shall be assessed on any indigent complainant who files a complaint with the SP, she added.
However, the indigent complainant must secure a certificate of indigency from the City Social Welfare and Development Office.*
