The Bacolod Sangguniang Panlungsod is requesting Mayor Evelio Leonardia to increase the appropriated budget for Barangay Felisa, Bacolod City, this year as host barangay of the city’s waste disposal facility.
The SP approved a resolution authored by Councilor Carlos Jose Lopez requesting the mayor to appropriate funds for the implementation of City Ordinance 495, series of 2008.
Section 4 of C.O. 495 or an "ordinance setting aside the amount of P1 million annually for the host barangay of the city's waste disposal facility", provides that the city provide the host barangay the amount annually, subject to upward adjustment every two years, the resolution said.
The resolution said the ordinance also provides that the appropriated amount is exactly to be utilized by the barangay for health, environment and livelihood programs.
It said the SP is asking the mayor that the barangay be provided P6 million this year.
It is necessary that funds be provided by the mayor to ensure the safety and well-being of the inhabitants of the host barangay as to health, environment and livelihood concerns, the resolution said.
Meanwhile, the SP approved another resolution requesting the mayor to direct all 61 barangays of Bacolod City to establish material recovery facilities as provided by R.A. 9003.
The resolution authored by Lopez said R.A. 9003 or the Ecological Solid Waste Management Act of 2000, provides for the establishment of local governments of MRF in every barangay or cluster of barangays.
The law further provides that the barangay or cluster of barangays should donate a certain piece of land for MRF that will entertain no excuses in the implementation of segragation of waste at site, it added*
