The battle for the number 12th slot for councilor of Bacolod City is between incumbent Councilor Wilson Gamboa Jr., who ran as an independent candidate under Asenso for Better Bacolod (ABB-MKK), and broadcaster Marlon Solidum of Grupo Progreso (GP).

Defective SD cards had delayed the completion of the vote count and the proclamation of the winning candidates in Bacolod City that was supposed to be held last night.

Out of the four defective SD cards, the City Board of Canvassers (BOC) is waiting forthe two others to be fixed. The four SD cards are from Brgy. 3, Vista Alegre, Felisa, and Taculing.

The proclamation is expected to be held today when the City Board of Canvassers reconvene at 3 p.m. at the canvassing area.

Partial unofficial results Monday night showed GrupoProgreso taking an early 15-0 lead against candidates of ABB-MKK, but yesterday it was down to 14-1.

Gamboa rose to the 12th slot for councilor with 86,258 votes while Solidum dropped to 13th place with 85,642 votes based on 98.86 percent of the city’s election returns yesterday.

Re-electionist Bacolod Rep. Greg Gasataya (GP) garnered 133,822 votes, while congressional candidate Monico Puentevella (ABB-MKK) got 83,638 andDr. Kevin Moises (independent) - 3,697 votes.

Re-electionist Mayor Evelio Leonardia (GP) had 143,115 votes; mayoralty candidate Jocellle Batapa-Sigue (ABB-MKK) - 80,244, and broadcaster Ray Carmona (lndependent) - 1,740.

Re-electionist Vice Mayor El Cid Familiran (Ind.) had 124,707votes and vice mayoralty candidate Jude Thaddeus Sayson (ABB-MKK) - 90,803 votes.

The top 12 candidates for councilor were Cindy Rojas with 133,438 votes, Renecito Novero - 130,110, Simple Distrito - 121,856, Carlos Jose Lopez - 118,560, Al Victor Espino - 115,076, Dindo Ramos - 107,003, Bart Orola - 105,186, Ana Marie Palermo - 104,441, Elmer Sy - 99,746 and Wilson Gamboa Jr. - 86,258.

Acting Bacolod Election Officer Ann Janette Lamban yesterday said they were still expecting the defective SD cards to arrive from the regional office.

The lawyers of Grupo Progreso manifested a motion to lower the threshold of the top three positions from congressman, mayor and vice mayor, to enable proclamations.

Marvin Tañada, one of the GP lawyers, said considering that about 98 percent of the returns have already been counted and uploaded, and the overwhelming margin of the congressman, mayor and vice mayor, the winning candidates are now asking the BOC to proclaim the first top three positions pending the arrival of the defective SD cards.

Tañada said if the defective SD cards will arrive ahead of the approval of the Commission in Manila of the partial proclamation of the congressman, mayor and vice mayor, then the whole winning candidates will be proclaimed, whichever comes first.

Lamban said if they lower the threshold of the top three positions there is a procedure to be observed.

Meanwhile, Mayor Evelio Leonardia said: “ You have spoken. We are humbled by your will.”

Leonardia said that the mandate the people have given him and GrupoProgreso is overwhelming, unprecedented, historical.

“I had appealed for a 15-0 sweep and you listened. In fact you gave us even more. You gave us margins over our opponents that no one before us had ever gotten. Although one of us is still fighting it out for the last council slot, we, in the GP family, do not miss your message, so loudly and clearly declared in the vote,” he said.

Leonardia said the people have given them a mandate like no other in the history of politics in Bacolod.

“We can now only promise you we will work as none had ever worked to build a better, stronger Bacolod,” he said.

“At no other time have I realized than now that I am here as leader of our city only because our people wish me to be. Indeed power comes from God through our people. Our people put me here. It is to them that I owe this temporary power. It is for them that I dedicate my service” Leonardia said.

He also thanked his wife, Elsa.and his children EJ and Kara and the rest of the family. Their love and support sustained and will sustain him as he pursues the people’s dreams, he said.

“Most of all, I would also like to acknowledge and thank the support of many people from all walks of life who voted for us, and my GP partymates and GP organization that helped us wage this successful campaign,” Leonardia said.

Special thanks is also given to the Iglesia Ni Cristo and those who have endorsed them like President Rodrigo Duterte, Mayor Sara Duterte, Ambassador Eduardo Cojuangco, Senate President Tito Sotto, PDP President Koko Pimentel and many others, he said.*
