Diaz says no legal basis
to remove HRMO head


There is no legal basis to remove Annabelle Palic as Negros Occidental Provincial Human Resource Management Office head, Provincial Administrator Rayfrando Diaz said yesterday.

Palic who was relieved as human resource head and transferred to the governor’s office during the term of Gov. Alfredo Marañon Jr. was returned to her original post when Gov. Eugenio Jose Lacson took over this week.

“Until there is a clear decree from the Civil Service Commission that she should vacate that position, we have no legal bases to remove her and prevent her from performing her tasks,” Diaz said.

She has been head of department for one year and, under the rules there is a presumption of regularity, he added.*
