Concentrate on campaign,
Familiaran tells opponent

Acting Bacolod Mayor El Cid Familiaran yesterday urged his political opponent to just concentrate on his campaign especially on the programs he wants to offer the people of Bacolod City.

Familiaran was reacting to the statement of vice mayoralty candidate Jude Thaddeus Sayson that as presiding officer, he will not be able to defend himself if a case would be filed involving the P1.7 billion loan because he was instrumental in the approval of the different actions of the Sanggunnian in just one day.

Sayson is one of the petitioners in the injunction case filed by MKK candidates against the mayor and 16 incumbent officials and department heads, for what they called the hasty approval of the P1.7 billion loan for several flagship projects of the city.

He said it took them about one year to discuss the government center project and that several hearings had been conducted. When the property for the relocation site was offered to the city for sale, it took them about two terms, unlike the P1.7 billion loan with the Development Bank of the Philippines that took one day.

Sayson said he believes they should have given it time considering that the amount of P1.7 billion is involved. The present presiding officer, referring to Familiaran, should have maintained the equality and not allow the legislative to be used for what the executive wants.

Familiaran said he is even more independent than him (Sayson). He was councilor when Sayson was vice mayor and that he even ran as an independent candidate, Familiaran said.

The records of the Sangguniang Panlungsod would show that there were many issues before that he had voted against, he said.

Familiaran said that when Sayson was still with Mayor Evelio Leonardia, he was all praises for the mayor. While he has been with the mayor for only two years and six months.

He believes that the executive and legislative branches are co-equal bodies. He also follows all rules in the parliament. But there are times when the rules are suspended. So when the rules are suspended there are no rules to follow, he said.

Familiaran said he had never attacked his opponent first. He should just campaign and present his programs for the people.

He said they cannot secure a loan without first conducting an extensive study of the project. He cited for example that the proposed expansion of the BCCamounting to P360 million was studied by its Board of Trustees.

The Bacolod Housing Authority was also consulted on the proposed improvement of the Arao Relocation Sitein Vista Alegre, Familiaran said.

It took them about two years to study all these flagship projects of the city that will benefit the people of Bacolod. And all these project passed through the City Development Council which unanimously approved severalresolutions on the matter.*
