P2B supplemental budget
just a summary, VM says


The P2.035 billion supplemental budget that was approved by the Bacolod Sangguniang Panlungsod during a special session on December 28 is just a summary of the budget they have approved from January to December 2018,Bacolod Vice Mayor El Cid Familiaran said yesterday.

“It is not a new budget or appropriation but a year-end requirement of the Department of Budget and Management,” he said, in reaction towhat he called misconceptions and misinformation being spread by their political opponents.

Familiaran said that if this was not approved, their approved budget becomes inoperative. They need to approve the supplemental budget for the DBM and the Commission on Audit to know.

He said the P1.7 billion loan will not be released by the bank in lump sum but in tranches. It was approved by the bank in 2018.

Acting City Budget Officer Imelda Williams said it can be considered as supplemental budget because it is in addition to their annual budget which was not carried.

Williams said they appropriated it as to the certification of the City Treasurer that the bank has approved the loan of the city for various projects. The CTO cannot certify as to the availability of funds without the approval of the bank.

Familiaran said the loan did not enter the coffers of the city.

He also pointed out that the P2.035 supplemental budget is a consolidation of all approved appropriation ordinances from January to December other than the annual budget, he said.*
