Only IPM-Construction and Development Corp., the current garbage contractor of Bacolod City, joined the opening of bids for the environment/sanitary services (operation and management) of the sanitary landfill in Brgy. Felisa, yesterday.
Bids and Awards Committee chairman Maphilindo Polvora yesterday said IPM-CDC submitted a bid price of P71,984,261.26, covering nine months, from April 1 to December 31.
The Approved Budget for the Contract is P72 million, he said.
Polvora said the city will pay IPM-CDC P7,998,251.25 monthly for the operation and management of the sanitary landfill if the contract will be awarded to them.
IPM-CDC has complied with the technical and legal requirements and the financial component of the bidding. So the members of the Technical Working Group will conduct mandatory post-qualification and refer their findings to the BAC for approval, he said.
They will leave for Manila within two to three days to determine if the documents submitted by IPM-CDC are compliant and authentic, and will also check its existing projects, Polvora said.
The city is currently paying IPM-CDC P7.5 million a month for the management of the SLF. If the contract is awarded to the contractor, the city will be paying IPM-CDC P7.9 million monthly, or an increase of about P500,000, he said.
Polvora said that during the procurement stage, they inquired from the Department of Public Services, the end user, the reason for the increase and were informed that it is due to the increase in expenses forgasoline andmaintenance of personnel, and because IPM-CDCanticipates that taxes will also increase.
The contract will be endorsed to the Bacolod Sangguniang Panlungsod for authority to sign. After it has been signed, it will be sent back to the SP for ratification, he said.
