The House Committee on Civil Serviceapproved House Bill No. 3808 establishing a permanent office of the Professional Regulation Commission in Bacolod City, Wednesday.
The bill was authored by Bacolod Rep. Greg Gasataya and co-authored by Rep. Juliet Marie Ferrer(Neg. Occ., 4 th District).
Gasataya said that after the bill has been approved by the Committee, a report will be submitted to the plenary for its passage on second reading.
He said the PRC Office will cater to the people of Bacolod City and Negros Island.
Gasataya said he will provide funding for the establishment of a permanent PRC Office in the city. They will either put up a building or buy one but this should be owned by the government.
The present PRC satellite office has no permanency since this will be dependent on the groupwith which it had entered into a memorandum of agreement, he said.
In House Bill 3808, Gasataya said the PRC is tasked to implement and enforce policies on the licensing of various occupations and professions under its jurisdiction.
He said the population of Negros Island as of Aug. 1, 2015 was 4,414,131 based on the 2015 Census of Population, which is higher compared to with the population of 4.19 million in 2010.
Gasataya said Negros Occidental, including Bacolod City, has a bigger population with 3.1 million compared to Negros Oriental which posted a population of 1.35 million.
Considering the vital function of the PRC and the welfare of all professional licensing applicants and holders, it is more than imperative to establish an office of the Commission in Bacolod City, he said.
This will expedite the processing of licensing applications for the people and also lessen the burden of expense and extra work for the applicants and employees of the PRC regional office, Gasataya said.*CGS
