SP okays EB Magalona ordinance
on P200-M loan to fund projects

The Sangguniang Panlalawigan of Negros Occidental unanimously approved yesterday an ordinance passed by the Sangguniang Bayan of EB Magalona, authorizing the proposed borrowing of municipal government in the amount of P200 million, to fund the renovation and construction of its public market, with a budget of P140 million, and the acquisition of various brand-new heavy equipment, and information and communication technology project worth P60 million.

EB Magalona Vice-Mayor Robert Acaling earlier questioned the move of EB Magalona Mayor Marvin Malacon to enter into a loan contract with the Land Bank of the Philippines for P200 million for the renovation of the town’s public market, purchase of heavy equipment, and computerization.

This is beyond the capacity of the municipality to pay and will consequently result in the deprivation of basic services due the people of EB Magalona, Acaling said.

He had also filed charges of usurpation of authority and misconduct against the six councilors for holding sessions without his consent.

Acaling also said that he is preparing to file charges against department heads and some barangay captains working in connivance with the mayor, in the questionable use of public funds.

Board Member Salvador Escalante said anybody has the right to question it before the Ombudsman. But as long as there is no result yet, we have to act on the proposal, he added.

Malacon earlier said that he will answer all the accusations hurled against him soon.

Escalante said it is within the power of the Sangguniang Bayan of EB Magalona to negotiate for a loan agreement with any bank, as long as it goes through the process.

Based on documents presented, it appears to be in order, as the ordinance was also reviewed by the Provincial Legal Office and the Sangguniang Panlalawigan, Escalante also said.

Acaling filed complaints against Malacon and six town councilors before the Ombudsman for violation of the Anti-Graft and Corrupt Practices Act and for grave misconduct.*GPB
