padlocking scored


Complaints were aired yesterday by several town residents over the padlocking of the legislative office of EB Magalona, Negros Occidental

Mayor Marvin Malacon yesterday said he will issue a memorandum order for Vice Mayor Robert Acaling and members of the legislative staff, to explain why they padlocked the legislative office.

Vice Mayor Rob Acaling explained yesterday that they padlocked the town legislative office, for security reasons, and that it was closed because all the legislative staff members were having a seminar yesterday at a restaurant in Bacolod City.

Before it, Acaling said there was already a prior notice to members of the Sangguniang Bayan and their staff that there will be a seminar on that day.

Ruel Dumaicos, 44, of Brgy. Latasan, EB Magalona personally appeared to the EB Magalona Police Station, and requested that it be put on record that he discovered that the Sangguniang Bayan office was padlocked.

Dumaicos said he went to the SB office to follow up the registration of his trisikad, when he discovered that it was padlocked.

Malacon, who was surprised by the padlocking of the municipal legislative office as well as the municipal library, said he received numerous complaints from town residents, who were supposed to have transactions at the office.

If there is a seminar, he said there is no reason to close the legislative office because it is not a holiday. “There must be at least one personnel left in the office,” Malacon said.

The closure of the legislative office during office hours is tantamount to administrative liability, based on the Civil Service Commission law, he also said.

Acaling said he is ready to answer the complaints. But he said that if something will be missing at the legislative office, if it had not been padlocked, he will be held liable for it.

He also said that the technical assistants of the municipal councilors have extra keys to the legislative office.

Acaling recently filed complaints against Malacon and several members of the EB Magalona Sangguniang Bayan who used to be his allies in the previous elections, before the Office of the Ombudsman.*GPB
