The municipality of Moises Padilla in Negros Occidental has submitted three separate proposed budgets for 2018, with two already disapproved by the Sangguniang Panlalawigan of Negros Occidental in its two consecutive sessions.
During its regular session yesterday, the SP again disapproved Appropriation Ordinance No. 2017-005 of Moises Padilla approving the 2018 annual general fund budget of the town of P11,244,968.68 and its P8,010,682.90 Annual Economic Enterprise budget.
Board Member Salvador Escalante, chairperson of the SP committee on Finance, said yesterday that the proposed budget of Moises Padilla this year, which was submitted by Vice Mayor Ella Garcia Yulo, was disapproved due to lack of documents.
While the vice mayor submitted the budget resolution, Escalante said the main and itemized budget was not attached. That was the reason why it was disapproved, he added.
Last week, the SP also disapproved the 2018 annual general fund budget of Moises Padilla of P119,232,261.70 and its Economic Enterprise Budget of P9,585,682.90, due to lack of number of votes.
Of the six members who deliberated on and approved the budget, only five voted affirmative , Escalante said, stressing that it needs six of the 10 member-council to vote for approval of an appropriation ordinance.
Following last week’s disapproval of the Moises Padilla budget, the municipal council submitted another proposed 2018 general fund budget of P119,213,261.70 and Economic Enterprise budget of P9,585,682.90, that was received Friday last week by the SP.
This time, Escalante said seven members of the council attended the session, with six voting in the affirmative for the approval of the budget. The vice mayor was not present during the budget approval, he added.
Stressing that he is not pre-judging the ongoing review of the budget, Escalante said “if you want to look into the face value as submitted, it is completed”.
It could be approved already, he added.*GPB
