Former Gov. Rafael Coscolluela is one of the two highest paid consultants of the provincial government of Negros Occidental who will receive P91,000 a month.
Board Member Salvador Escalante, chairperson of the Sangguniang Panlalawigan Committee on Finance and Appropriations of Negros Occidental, yesterday said the consultants are Coscolluela and Accountant Roy Balicas.
Coscolluela and Balicas were among the 15 consultants hired by the provincial government for the period of January 1 to December 31 this year, in consultancy agreements to be entered into by and between them and the province, approved yesterday, except for that of Dr. Eriberto Layda, by the SP during its regular session.
Coscolluela is a consultant on Investment Promotions, Trade and Export Development and Inter-Agency Coordination, while Balicas serves as a consultant on Finance and Administrative Concerns, SP records show.
The pay of other consultants range from P42,000 to P52,000 a month, Escalante said.
He said the pay of Coscolluela and Balicas is higher than those of others, due to the workload being assigned to them by Governor Alfredo Marañon Jr.
Other consultants hired by the provincial government of Negros Occidental are Nestor Bayona – Community Development and Special Projects; Marilyn Manuel – Research and Development as well as Allied Concerns; Leoncio Jamora Jr – Vocational, Technical, Engineering Education and Other Related Tasks; Manuel Lopez – Energy Management and Other Allied Concerns;
Rosemary Caunca – Local Governance and Inter-Local Government Aliance for Agricultural Productivity; Nancy Pestaño – Tourism; Felix Silva Jr- Housing Projects; Maria Azuncion Belzunce – Cultural Arts, Milo Ibrado Jr. – Peace and Security as well as Special Concerns, Merly Fortu – Financial and Fiscal Operations, Epimaco Bantiling- Renewable Energy and David Pedrosa- Pathology.
However, the contract of Pedrosa is from Feb. 12 to Dec. 31 this year.
Escalante said the approval on the consultancy of Layda was held in abeyance yesterday by the SP, pending some clarifications, as the Eleuterio Decena Memorial Hospital in Hinobaan also engaged his services as a pathologist.
He said the pay of consultants this year, also increased due to the Salary Standardization Law.
In previous years, the highest pay of a consultant was P72,000 a month, with others were receiving between P38,000 to P45,000, Escalante added.*GPB
