The Office of the Ombudsman in the Visayas has referred for fact-finding investigation the complaint filed by mediaman Edgar Cadagat concerning the three-day Bacolod City Government Employees Year-End Assessment Activity 2017 from Dec. 27 to 29, 2017.
Cadagat said the public is perplexed why job order and casual employees were included in the budget for the activity when only regular employees become automatic members of the BCGEU.
He said it is not his intension to deprive job order and casual employees of any benefit, but he is questioning the propriety of allocating separate additional public funds when the law does not allow it.
Cadagat said public officers and members of the Sangguniang Panlungsod could not even give an estimate as to how many employees attended the event that was not even held in any particular hotel but only at the Bacolod City Government Center.
BCGEU president Allyn Luv Dignadice yesterday said they have already prepared their documents and submitted them to the City Mayor’s Office. It is up to the Commission on Audit to evaluate their position.
Dignadice said they believe there is no problem since this is a year-end assessment, everything was accounted for and there were recipients.
They have also attached their liquidation from the Accounting Office, she said.
Bacolod Mayor Evelio Leonardia, earlier said that, based on information he received, the previous administration spent about P5.6 million for the year-end activity in 2014 and that was only for one day.
Eight million for three days is even cheaper than P5.6 million for just one day, he said.*CGS
