Mayor Evelio Leonardia yesterday said he considers President Rodrigo Duterte’s signing Republic Act No. 11146 as the “best birthday gift” for Bacolod to highlight its 80 th year celebration as a chartered city this year.
The city government received a letter from Malacañang Wednesday night confirming that the president had already signed R.A. 11146 or the “Bacolod City Charter Day”, stipulating that the official special non-working holiday in the city will be on June 18.
This amends the R.A. 7724 7724 that had erroneously set October 19 as the date for the celebration of the Charter Day of Bacolod City. Rep. Greg Gasataya (Bacolod Lone District) had filed House Bill 7044 on June 13, 2017 to correct it, upon the request of Leonardia.
The new law commemorates the day when then President Manuel L. Quezon signed and approved into effect Commonwealth Act 326 that created the City of Bacolod.
Leonardia said yesterday that he is thankful to Duterte for signing the law which is instrumental in changing the history of Bacolod, making him part and parcel of it.
“Our history is now in the proper place. It took us 80 years, but this will last an eternity... it will stay like this forever and ever,” Leonardia told the media.
He said that looking back at what happen this year, it can be considered as one of the highlights as a lot had happened like the opening of the Bacolod Welcome Marker, creation of drainage and traffic masterplans, among others.
Concepcion Zeny Ferrolino-Enad, director of the Malacañang Records Office gave a letter to Leonardia on Dec. 5, confirming and furnishing themayor a certified copy of RA 11146, that was approved by Duterte on November 9.
Leonardia also thanked and congratulated Gasataya for taking the step of filing the bill, and it was voted and approved unanimously in the lower house and in the Senate.
RA 11146 also provides that the inauguration of Bacolod City be commemorated every October 19, and that the highlights of the MassKara Festival shall be held on the fourth Sunday of October.
The mayor also said that the gift Duterte gave to Bacolod implies that the city has a special place in his heart, which is also proves by his frequent visits in the city, especially in time with the MassKara Festival celebrations since the start of his administration.*
