SK holds convention

The Sangguniang Kabataan held its first Bacolod City Youth Leaders Convention Sunday in Bacolod City.

Bacolod Councilor and SK Federation president Ayesha Joy Villaflor said they convened all SK chairpersons from the 61 barangays in Bacolod to equip them with knowledge about the new SK Reform Law.

Villaflor said they also taught the barangay chairmen how to prepare resolutions and what their contents should be.

As of now, the Commission on Audit has no guidelines yet on reimbursements and they are waiting for the separation of the funds of the SK from the barangay council. Under the new law, the SK has fiscal autonomy and it is free to use and appropriate its own funds.

Mayor Evelio Leonardia reminded the SK leaders to be conscious and to follow legal procedures, and rules and regulations.

No matter how sincere they are and even if they do things in good faith, if they do not follow the rules, their acts may not be considered legal, he said.

Leonardia said that in his case, he always tells his people to do things right and legally.

Maybe it is part of his orientation as a lawyer that he should always follow the law, he said

Based on his experience, many cases were filed against him by his political opponents even if he followed procedures, Leonardia said.

So he stressed to the SK chairmen that they should always follow the law and that there are no shortcuts.

Only in extreme cases or emergencies should they use methods that are not traditional. But as much as possible, they must try to follow the law to the letter, Leonardia added.*CGS
