‘ConCom sees merits
of one Negros region’


The Consultative Committee (ConCom) on revising the Constitution is receptive to the call to keep Negros Occidental and Oriental together under one federated region, Neg. Occ. Gov. Alfredo Marañon Jr. said yesterday.

“The majority of the ConCom members have seen the good merits of keeping the two provinces together,” ConCom member Arthur Aguilar also said.

“We have clearly demonstrated that the Negrosanon Federated Region is a very viable stand alone federated region because it has all the ingredients and elements to be one,” he added.

Aguilar presented the appeal for a Negrosanon Federated Region before the members of the ConCom headed by retired Chief Justice Reynato Puno at the Philippine International Convention Center in Pasay City, Thursday.

The presentation was attended by Marañon, Provincial Planning and Development coordinator Ma. Lina Sanogal and Oriental Gov. Roel Degamo’s representative, Assistant Provincial Administrator Froilan Pinili.

Marañon said a lot of the ConCom members present appeared to be willing to help reunite the two Negros provinces under one region.

“We are proposing that it be called the Negrosanon Federated Region because, internationally, the Negros name creates certain reactions because it is only one letter away from Negro,” Aguilar said.

Aguilar said he is also proposing that Occidental be called Katundan and Oriental as Sidlakan, since occidental and oriental are colonial terms.

In his power point presentation to the ConCom, Aguilar presented the history of Negros originally, known as Buglas Island, its various sources of revenues, capabilities, attractions and Commission on Audit figures that show the two provinces have financial capability to exists as one region.

The Negrosanon Federated Region is the 5 th in cash balance, Negros Occidental is 5 th in net assets/equity among provinces and Negros Oriental is in 7 th place, and Negros Occidental is first is first in terms of total revenue generated, Aguilar also reported.

“The Negrosanon Federal Region possesses the critical mass of being a stand-alone federated region that is viable in all respects and is ready to launch upon approval of the new Federal Constitution”, Aguilar told the ConCom.*CPG
