A member of the Special Civilian Armed Forces Geographical Unit Active Auxiliary was found dead with gunshot wounds on the head and right knee in Sitio Budlis, Brgy. Mantiquil, Siaton town, Negros Oriental, Monday.
Civilian volunteer Gelino Vailoces, 52, married and a resident of Ondol, Brgy. Talalak, Sta. Catalina, was an active member of the SCAA assigned at the CAA detachment in Cuadra, Brgy. Mantiquil, Siaton.
Police investigation showed that Vailoces was fetched by a group of about 30 suspected New People's Army rebels from his house at around 8:10 a.m. Monday.
Later that day, he was found in Sitio Budlis with gunshot wounds. The victim was brought to the Siaton District Hospital at around 1:40 a.m. Tuesday.
The police theorized that Vailoces was shot by the group of fully armed persons who earlier fetched him, who were alleged to be members of the New People's Army.
Vailoces was unarmed and on off-duty status, when he was abducted by the armed rebels, Col. Eliezer Losañes, 303rd Infantry Brigade commander, said.
Losañes, who condemned the abduction and killing of Vailoces, said the incident is a clear violation of the Comprehensive Agreement in Respect for Human Rights and International Humanitarian Law that was signed by the Philippine government and representatives of the National Democratic Front.
Killing or injuring unarmed, in civilian clothes and off-duty soldiers and CAFGU members is among the prohibited acts under the agreement, he added.
The family of Vailoces and the Philippine government are now preparing charges against the rebel suspects.
Losañes said they are also preparing documents, in support to the filing of complaints for violation of CARHRIHL, against the CPP-NPA before the Peace panel.
