BY CARLA GOMEZ

The Cebu police filed a rape complaint against the Negrense grand champion of ABS-CBN's "Tawag ng Tanghalan" before the Cebu City Prosecutor's Office yesterday, Mabolo Police Station chief Jacinto Mandal confirmed last night.

Mandal told the DAILY STAR that Noven Belleza of Victorias City, Negros Occidental, was arrested by the victim's family in a citizen's arrest after he performed in the "Pusuan Mo si Vice Ganda" at IEC Pavillion in Barangay Mabolo, Cebu City, shortly after midnight Sunday. Belleza did not resist arrest, he added.

For weeks now, other parts of the Visayas had to bear at least one-hour rotating brownouts following power supply deficit in the region due to the damaged Leyte grid..
