CHR files child abuse,
torture raps vs. teacher

The Commission on Human Rights filed criminal complaints against a grade 3 teacher of Rizal Elementary School in Bacolod City, before the Ombudsman Tuesday for child abuse and torture of a 9-year-old pupil, CHR Negros Occidental provincial chief Romeo Baldevarona said yesterday.

Baldevaronasaid the CHR in Bacolod assisted the aunt of the child in filing the criminal complaints for Violation of Republic Act 7610 or the Special Protection of Children Against Child Abuse, Exploitation and Discrimination Act and Republic Act 9745 or the Anti Torture Act of 2009 with civil damages against Rowelyn Bolinas.

Administrative complaints for grave misconduct and conduct prejudicial to the best interest of the service were also filed against the teacher. moremoremore

4 mining firms'
permits cancelled

Environment Secretary Gina Lopez announced Tuesday the cancellation of 75 mineral production sharing agreements nationwide, four of them in southern Negros Occidental, Armando Malicse, OIC regional director of the Mines and Geosciences Bureau in the Negros Island Region, said yesterday.

Of the four MPSAs in Negros Occidental, two were issued to Vulcan Industrial and Mining Corp. in Hinobaan town and Sipalay City, one to Philex Gold Philippines Inc. in Hinoba-an, and one to Selenga Mining Corp. in Sipalay City, he said.

Lopez said that of the 75 MPSAs cancelled, 37 are in Mindanao, 11 in the Visayas, and 27 in Luzon. There should be no mining in watershed areas, she said. moremoremore

‘rent a house' scam

The National Bureau of Investigation in Negros Oriental has uncovered a modus operandi using the social media.

At least 25 victims recently sought the help of the NBI after they were victimized through an invitation to rent a house in Motong, Dumaguete, which is posted on Facebook. The monthly rental was very enticing, prompting the readers to visit the place and immediately paying a down payment of P5,000, with some even paying P10,000, only to find out that the house is being occupied.

NBI special investigator Contesa Lastimoso said the offer was so enticing because everybody knows you cannot find a fully furnished house with a monthly rental of P5,000 only, complete with all the utilities, free electricity, free Wi-Fi, free cable and fully air condition with a television set...
