Three members of President Benigno Aquino's Cabinet held meetings with civil society representatives, Pantawid Pamilyang Pilipino Program (4Ps) beneficiaries and barangay captains in Negros Occidental Saturday, to discuss the expansion of the government's Bottom-Up-Budgeting (BUB) program to the barangays.
However, the media was barred from covering and taking pictures of their meetings at the Social Hall at the Provincial Capitol and the Negros Occidental Multi-Purpose Activity Center in Bacolod City , and other areas, raising suspicion that they were in the province to campaign for Liberal Party standard bearer Mar Roxas.
Budget Secretary Florencio “Butch” Abad Saturday assured that the funds needed by national government agencies in the Negros Island Region will definitely be included in the 2017 national budget.
The agreement is to keep the administrative cost of the NIR operations down so that more funds can be poured into the development requirements of the new region to address poverty, he said.
