Bacolod Rep. Evelio Leonardia is Number 2 among 46 Visayas congressmen in terms of number of bills filed in the 16th Congress of the Philippines.
A first-termer lawmaker, Leonardia has so far authored 58 bills, and co-authored 61 others, data from the House of Representatives website shows, a press release from his office said.
Visayas congressmen are from Region 6 – Western Visayas, Region 7 – Central Visayas, Region 8 – Eastern Visayas, and Region 18 – Negros Island Region.
The list is topped by Northern Samar Rep. Harlin Abayon (1st District), who has authored 84 bills.
The third spot belongs to Iloilo Lone District Rep. Jerry Treñas with 56 bills, followed by two Bohol congressmen: Rene Relampagos (1st District) - 51; and Arthur Yap (3rd District) - 47.
Leyte lawmakers Ferdinand Martin Romualdez (1st District) and Sergio Apostol (2nd District) tied at 6th place with 45 bills; followed by Cebu congressmen Raul del Mar (Cebu City, 1st District) - 44; Gwendolyn Garcia (Cebu Province, 3rd District) - 42; and Benhur Salimbangon (Cebu Province, 4th District) - 41. Rounding up the Top 10 is Eastern Samar Lone District Rep. Ben Evardone with 40 bills.
Leonardia would have topped the list if it included only Regions 6, 7, and 18. Before Leonardia became a congressman in 2013, he had served four terms as mayor of Bacolod between 1995 to 2013.
The 16th Congress is from June 30, 2013 to June 30, 2016.
Leonardia is the Senior Vice Chairman of the Committee on Transportation, and a member of the Committees on Appropriations, Public Works, Tourism and Legislative Franchises.
Among the bills filed by Leonardia was House Bill (HB) 4491 for the creation of more Regional Trial Courts for Bacolod, which became a law last December when President Benigno Aquino III signed it.
As a development-oriented congressman, Leonardia also filed HB 5918 that seeks to create a Metro Bacolod Development Authority that will coordinate development efforts of Bacolod City and the outlying local government units, namely: Silay, Talisay, Bago and Murcia.
Leonardia also filed bills that seek to establish the Bacolod offices of Securities and Exchange Commission (HB 2360), the Professional Regulations Commission (HB 2361), and the Commission on Higher Education (HB 4703), as well as the Negros Island Tourism Office (HB4702).
He also filed HB 4692 to amend the Anti-Hazing Law, HB 4694 to amend the Family Code of the Philippines, and HB 4696 to amend the Social Security Services (SSS) Law.*
