The Department of Agrarian Reform-Negros Occidental 1 recently conducted an orientation on the preparation of Strategic Performance Management System-Office Performance Commitment to link its performance with the Philippine Development Plan.
Teresita Mabunay, OIC-Provincial Agrarian Reform Program Officer II, said the orientation aimed to ensure organizational effectiveness and improvement of individual employee efficiency.
The program was also intended to the link performance management with other human resource systems and ensure adherence to the principle of performance-based tenure and incentive system.
SPMS covers the management and gauging of the performance of offices or divisions of both chiefs and rank-and-file.
The management system seeks to evaluate major final outputs and outcomes such as the use of success indicators in measuring results and shift from performance evaluation to performance, management.
The system also emphasizes team performance rather than individual competition and a shift in the role of supervisors from mere evaluator to coach or mentor, she added.
The two-day DAR-SPMS seminar was in line with Executive Order No. 80, series of 2012, promoting the “adoption of the Performance-Based Incentive System”, and Civil Service Commission Memorandum Circular No. 6, series of 2012 or the “establishment and implementation of the Strategic Performance Management System,” she also said.*KBC
