The Hugpong Pederalismo of the Philippines claims it is now a guard dog for President Rodrigo Duterte, if not his party, in the near future to pursue his administration's reform agenda.
Joel Obar, national point person of the federal movement and a member of the Visayas-Group of the Duterte Campaign team 2016, also refuted pronouncements by certain individuals that Hugpong Pederalismo is under PDP-Laban.
Obar said Hugpong Pederalismo is working very hard to organize the more than 16 million Filipinos who voted for Duterte into a movement to push for a constitutional convention in batting for a federal form of government.
He said they cannot rely on the PDP-Laban because it is working inside of government, and can't even apply the party whip on its members. Obar observes that one sector of PDP-Laban is for constitutional assembly and the other group is for constitutional convention.
He said Hugpong maybe new but PDP-Laban cannot claim the sole responsibility for the victory of Duterte.
Obar criticized the zealousness of some PDP-Laban personalities in the province for the position they are holding in the traditional way, as if they are in control of the country again.
He recalled that the party had failed to reform the country in 1986 when they had the chance but they let go of the opportunity when the late Cory Aquino was the president. And so there's no reason for Hugpong Pederalismo to doubt that they can't do it again this year, that is why the movement is organized to ensure that the reform agenda of Duterte is pursued.
Obar said part of their task is to fill up positions in 11 agencies in the Negros Island Region, such as the National Commission on Indigenous Peoples, Muslim Affairs, TESDA, National Anti-Poverty Commission, Cooperative Development Authority, National Housing Authority, National Youth Commission, urban poor, National Food Authority, Philippine Coconut Authority, and the Presidential Action Center, which is a new creation.*JG
