The Regional Sub-Committee for the Welfare of Children Negros Island Region was recently organized in Dumaguete City to promote coordination and harmonize efforts for the protection and well-being of children in the region.
Under its resolution, RCSCWC as a governance structure provides direct assistance to local government units and accountable to both the Regional Development Council and the Council for the Welfare of Children, a government press release said.
In her orientation meeting with members of the RSCWC, division head Flordeliza Gultiano of CWC presented the roles and functions of the committee on the survival, development, protection and participation of children and youth.
She said the committee shall provide technical assistance, monitor, and report the implementation of child rights policies, plans, programs and projects in Region 18.
Under its function, Gultiano also spelled out four major clusters to perform, which include advocacy on policies and programs for children to local government units, non-government organizations, stakeholders and partner media; coordinate the planning, implementation, monitoring and evaluation of policies and programs for children; and provide technical assistance and status reports to concern agencies.
The Department of Social Welfare and Development NIR is the secretariat of the organization and the lead agency set to intensify the programs for the welfare of children.
The RSCWC-NIR shall be composed of representatives from the DSWD, Department of Interior and Local Government, Department of Education, Labor and Employment, Department of Agriculture, Justice, Philippine National Police, National Economic and Development Authority, Commission on Human Rights, and Philippine Information Agency, among others.
The committee also plans to craft basic indicators to be used in the regional-based data banking on children, the press release added.*
