Negros Occidental Gov. Alfredo Marañon Jr. yesterday said the members of Escalante Sangguniang Panlungsod will be answerable for their failure to hold sessions to act on the needs of their city.
The Escalante SP, for lack of quorum, has failed to convene five times to act on the request of Acting Mayor Santiago Maravillas for authority to sign checks to meet the obligations of the city and pay the salaries of employees.
Marañon said he supports the stand of Maravillas to file charges against the erring SP members.
He pointed out that Maravillas was designated acting mayor of Escalante by the Ombudsman and the SP members should accept that and follow the law.
“If they do not attend the SP sessions that is their tough luck, they will be answerable for their actions,” Marañon said.
The majority of the SP members are associated with suspended Escalante Mayor Melecio Yap.
Maravillas yesterday reiterated that he will file administrative charges against them for gross neglect of duty, grave misconduct and acts prejudicial to the service, and criminal charges for violation of the Anti Graft and Corrupt Practices Act before the Ombudsman.
He also said while BDO has agreed to release the money of the city even without the authority of the SP, the more than three weeks delayed salaries of the city employees cannot be paid.
That is because the operators of the computers at city hall have not reported for work so the payroll has to prepared manually, he added.*CPG
