Magsaysay flyover MOA


The Bacolod Sangguniang Panlungsod has approved a resolution authorizing acting Bacolod Mayor Greg Gasataya to enter into and sign the memorandum of agreement between the City of Bacolod and the Department of Public Works and Highways-Bridges Management Cluster-Unified Project Management Office for the construction of a flyover at Araneta Street and Magsaysay Avenue in Bacolod City.

Lea Delfinado will sign the MOA in behalf of the DPWH-BMC-UPMO represented by Estrella Villar, DPWH-Negros Island Office project director, while the city will be represented by Gasataya.

Gasataya yesterday said he wants to fast-track the process for the implementation of the flyover project.

He said it will not matter if the project will be implemented in the following months when he is no longer the acting mayor because what is important is that the flyover will be constructed in Bacolod City.

After the DPWH signs the MOA and returns it to the city, they will then submit it to the Bacolod Sangguniang Panlungsod for ratification, Gasataya said.

Once ratified, the MOA will be returned to the DPWH for implementation, he said.

Acting Bacolod Vice Mayor El Cid Familiaran said the MOA was already approved by the SP but they cannot ratify it until the 2016 annual budget has been approved.

Familiaran, earlier, cited Article 415 of the Local Government Code which provides that the council should continue to hold sessions without additional renumeration for each member until the ordinance authorizing the annual appropriation is approved, and no other business may be taken up during such session.

Councilor Caesar Distrito had said that the SP will be paralyzed for 90 days until the 2016 annual budget of P1.8 billion is approved because they will be constrained by the provision of the Local Government Code to only discuss the annual budget at the start of the budget year until it is approved.

Distrito said that because of the situation what will be affected are the budget of the barangays, important ordinances and resolutions that need to be passed, the budget for the BacoLaodiat Festival, among others.

All these things will be set aside until they can approve the annual budget, he said.

Gasataya said they will wait until the SP can tackle it.

The important thing is that they have the assurance of the DPWH that the project will be implemented at the junction of Araneta Street and Magsaysay Avenue, he said, adding that they welcome this big project.*CGS
