Drug test for driver’s license
resumes in Central Visayas

The Land Transportation district offices in Negros Oriental have resumed the implementation of the mandatory drug testing for new and renewal of applications of drivers’ licenses effective Wednesday.

The resumption came after LTO Region 7 OIC director Arnel Tancinco issued an office order Wednesday, directing all LTO district offices in Central Visayas to require applicants for driver’s license to undergo drug testing as ordered by a regional trial court in Cebu, Alberta Janine Lawas, chief of the LTO District Office in Bais City, Negros Oriental, said yesterday.

Tancinco’s directive was based on the court order issued by Judge Hermes Montero of the Regional Trial Court Branch 59 in Toledo City, Cebu, dated October 16, that held in abeyance a memorandum dated June 27, 2013 issued by DOTC/LTO Assistant Secretary Virginia Torres on the repeal of the mandatory drug testing for issuance of the driver’s license pending the final decision of a civil case.

The Diocesan Electoral Board of the Diocese of Dumaguete will convene tomorrow on preparations for the barangay polls Monday.

DEB convenor, Msgr. Julius Perpetuo Heruela, chair of the local Parish Pastoral Council for Responsible Voting and the National Movement for Free Elections, said the meeting will focus on what citizens’ arms volunteers can do to help attain a clean, honest, meaningful, accurate and peaceful elections.

Unlike the massive preparations for the May 13 mid-term polls, the DEB and the PPCRV will focus only on monitoring of the barangay polls and election results and will not field as many volunteers on Monday, he added.
