The motion for reconsideration of Dynamic Builders that had bidded in the privatization of garbage collection in Bacolod City was denied by the Bids and Awards Committee denied Friday, BAC chairman Goldwyn Nifras said yesterday.
The BAC had disqualified Dynamic Builders during the post qualification stage it conducted when if found out that its business permit does not include hauling.
Dynamic Builders was earlier determined by the BAC to have submitted the lowest financial bid out of the three firms that had participated in the bidding for garbage collection and hauling services during the initial post-qualification stage held on May 7.
It had offered a bid of P69,107,140.80 while Metrowaste Solidwaste Management Corp. offered P69,910,711.80 out of the P72 million Approved Budget for the Contract for the privatization of garbage collection in Bacolod City.
Amphil Construction, was disqualified for non-compliance with pertinent bid documents.
Nifras said that, in their motion for reconsideration, DB reiterated their belief that they have complied with all the requirements and said BAC should not have relied on the opinion of the Government Procurement Policy Board in making its decision.
He said they disagreed with the company because they can make a decision without consulting the GPPB.
Nifras said they are not precluded from seeking the opinion of the GPPB and other authorities to help them make the right decision under the law and the circumstances.
He said the GPPB somehow bolstered their understanding of the need for a business permit for the very project they are bidding for, particularly hauling.
Meanwhile, Nifras said the Technical Working Group has sought a certification from the City Planning and Development Office for the classification of the land where the proposed transfer stations submitted by Metrowaste Solid Waste Management Corp. will be located.
He said the two areas identified are Barangays Cabug and Mandalagan.
Acting Bacolod Mayor Jude Thaddeus Sayson said they expect the BAC to submit to them the result of the post-qualification evaluation it conducted on Metrowaste.*CGS
