A kagawad of Brgy. Don Jorge Araneta in Bago City, Negros Occidental is asking their barangay captain, Jacinto Torres Jr. to release the salaries, benefits and allowances of his kagawads, and other personnel.
Torres is a third-termer captain of the barangay and a director of the Central Negros Electric Cooperative.
Kagawad Rosendo Locsin III claimed that they have not received the equivalent of their leave credits although they were informed that it is being processed.
The City Treasurer has prepared their checks but their benefits, including Christmas bonus last year, mid-year bonus and P-Noy benefits this year have not yet been released, he said.
Locsin said he has not received his honoraria for March, June and July and was only paid P3,000 for May out of the P13,000 he is supposed to receive per month. He said Kagawad Ermilinda Tingson was also not paid her honoraria for March and July.
They have also discovered that their signatures in the payroll for their P-Noy bonus was forged, based on a photocopy of the documents provided them by the Commission on Audit of Bago City, Locsin claimed, adding that they were informed that their P-noy bonus was processed on December 13 but could not be released for lack of funds.
He said they brought these up with Bago Mayor Ramon Torres, who issued a memorandum to Torres on May 16, but they have not yet received any response.
Jacinto Torres could not be reached despite several attempts made to get his side.
He has, however, issued a memorandum to Barangay Treasurer Patrick Rudolf Aligonza Sr. on February 27, 2012 directing him to explain why he was not able to pay on time the salaries, honorarium and allowances of their barangay workers.
