BY GILBERT BAYORAN

Two more supplemental budgets amounting to P61,613,514.86, endorsed by Governor Alfredo Marañon Jr., were unanimously approved yesterday by the Negros Occidental Sangguniang Panlalawigan during its regular session.

Board Member Salvador Escalante Jr., SP chairperson on Committee on Finance, said P40 million has been appropriated for the construction of a two-storey building, with 24 classrooms and comfort rooms, for the Negros Occidental High School in Bacolod City.

The P40 million loan from the Philippine National Bank was contained in supplemental budget number 6 of the province approved yesterday by the SP.

Escalante said the loan is being readied for release by the PNB, with the bidding for the two-storey school building expected to be conducted within a month.

In the previous week, the SP also approved a resolution granting authority to Marañon to enter into a memorandum of agreement with the Philippine National Bank, to secure a P40 million loan for the construction of NOHS classrooms.

On request of Maranon, the SP also approved the proposed 2011 supplemental budget number 4 of the Economic Enterprise Development of the province of P21,613,514.86, the source of which was the Dec. 31, 2010 retained earnings.

Escalante said the P2 million will be earmarked for the purchase of hospital equipment, personnel services of various district hospitals – P3,130,746; security, consultancy and janitorial services - P335,400, inter-fund transfer – P12.6 million, electricity expenses for the Pana-ad and Teresita Lopez Jalandoni Provincial Hospital - P1.8 million, maintenance of oxygen generator plant – P375,000, terminal leave benefits – P1 million and purchase of software for Mambukal – P150,000.

Two weeks ago, the SP also approved a resolution authorizing Maranon to avail of a P100 million from the Land Bank of the Philippines, for use in the purchase of more than 3,000 heads of breeding cows and sheep from Australia.*GPB
