77 WV police officers
to undergo retraining

Seventy-seven police officers in Western Visayas who are facing either criminal or administrative charges, will undergo a month-long retraining on character and aptitude development at Camp Martin Delgado in Iloilo City, starting Monday.

Chief Supt. Isagani Cuevas, regional police director, yesterday said the retraining of police personnel facing charges, is in compliance with the orders of PNP chief Jesus Verzosa, and in line with his Integrated Transformation Program.

The Negros Occidental Police Provincial Office and the Bacolod City Police Office are sending 17 policemen, including Chief Inspector Noel Mana-ay, Cadiz police chief, to undergo the month-long Character and Aptitude Development Training.

The CADET aims to improve the attitudes of PNP members towards their work and to make them more effective and efficient, in the delivery of basic police service to the people.

Joining Mana-ay in the retraining are SPO3 Dionisio Zamora, SPO3 Bob Calaoud, SPO2 Danilo Mercurio, Police Officer 3 Edgie de Jose, Police Officers 2 Jojo Daclison, Oclys To-ong and Jeane Emborniza, and Police Officers 1 Brendo Danoog and Rex Lopez.

Senior Supt. Celestino Guara, BCPO chief, said he is also sending five policemen and two policewomen who are facing complaints to undergo a similar refresher course.

Senior Supt. Manuel Felix, police provincial director, said he will recommend at least five more policemen for the CADET refresher course.

Last year, about 50 erring policemen who completed a month-long retraining at the 6th Regional Public Safety Management Battalion last year, were deployed to Jolo, Sulu.*GPB

Gun ban violators
now 61, PNP says

The implementation of the Commission on Elections firearms ban has, so far, netted 61 violators, among them a policeman, a soldier and a militiaman in Region 6, police records show.

Supt. Ranulfo Demiar, regional police spokesman, yesterday said 54 firearms were also recovered from those arrested, who have already been charged for violation of the election firearms ban.

Police records also showed that the Negros Occidental Police Provincial Office netted 21 violators, while the Bacolod City Police Office arrested six.

The NOPPO has been adjudged as the model provincial police office in Region 6 for year 2009, and the award will be received by Senior Supt. Manuel Felix on Feb. 10 at the Police Regional Office 6 headquarters in Iloilo City.

Of almost 600 gun ban violators arrested nationwide, 40 are policemen, police records also showed.

PNP chief Jesus Verzosa, in his memorandum, warned police commanders that they will be held administratively liable for their men who continue to disregard of the gun ban law, invoking the doctrine of command responsibility.

Verzosa noted that several policemen have been arrested almost on daily basis for violation of the election gun ban since it took effect January 10.

“I cannot understand, much less accept the fact that some policemen think that they are above the law. As officers of the law, we all must obey the law, not violate the very same law which we are supposed to enforce,” he added.*GPB

Wanted person nabbed

A person with a pending arrest warrant for frustrated murder was arrested at Von Ryan, Barangay Zone 6, Pulupandan, Negros Occidental by the police led by Insp. Joshua Villasis, at about 2:50 p.m. Thursday, a press release from the police unit said.

Apprehended was Rafols Dionesio, alias “Bondying,” 56, of Barangay Zone 6, Pulupandan.

His arrest order was issued Executive Judge Frances Guanzon of the Regional Trial Court Branch 62 in Bago City, who recommended P200,000 a bail bond for the suspect, the press release said.

The arresting officers were Villasis, PO2 Roland Ejes, PO1s Leonardo Pasoy, Raphael Trujillo and Tirso Flores.

Dionesio is now detained at the Pulupandan PNP lock-up cell, the press release added.*

Five cops of
Bacolod promoted

More policemen from the Bacolod City Police Office were promoted effective January 25, 2010.

Promoted to Chief Inspectors were Senior Inspectors Luisito Acebuche, Danilo Francisco and Placido Gentoleo, who are the chiefs of Bacolod police  Stations 1, 4 and 8, respectively.

Also promoted were Senior Inspectors Levy Pangue, head of the Traffic Management Unit, and Noel Polines, Operations and Firearms Explosives Security and Guards Section chief.

Police Director Abner Cabalquinto, director for personnel and personnel management, signed their promotion.

On December 31, the National Police Commission also approved the promotions of five Senior Police Officers 3, five Senior Police Officers 1, five Police Officers 3 and 28 police officers 1 from BCPO.

The pinning of the new ranks will be held on February 8, Monday during the flag ceremony at the BCPO headquarters.*APN
