SP hearing on
barkers reset – dad

The public hearing requested by the transport groups and the barkers on Monday has been reset due to the transport strike, Bacolod Councilor Wilson Gamboa Jr. said yesterday.

Gamboa, chairman of the Committee on Transportation and Traffic, said that because of the strike, the barkers were not able to come yesterday.

The transport groups have asked his committee to prohibit barkers from continuing their operation, while the barkers, numbering about 200 in the city, have also written him asking to be allowed to continue what they are doing, Gamboa said.

Gamboa said the hearing has been reset to 10 a.m. on Monday.

A press release from Gamboa’s office said he represented Bacolod City and the Philippine Councilors League in the second organizational meeting of the Technical Working Group tasked to come up with an assessment of existing local ordinances, rules and regulations in relation to the implementation of Executive Order No. 712.

E.O. No. 712 directs the “immediate review of existing orders, rules and regulations issued by local government units concerning public transportation, including the grant of franchises to tricycles, establishment and operation of transport terminals, authority to issue traffic citation tickets, and unilateral rerouting schemes of public utility vehicles (PUV’s), and for other purpose.”

The TWG is composed of Transportation and Communication assistant secretary Dante Lantin, as chairman, Genaro Jose Emeterio Moreno Jr. and Rolando Acosta, both of the Department of Interior of Local Government, as co-chairmen, as well as, representatives of other local and national government units, the release said.

The group discussed and set up parameters on issues involving motorcycles for hire, establishment and operation of common terminals, re-routing schemes, other fees and charges, and the issuance of traffic citation tickets, it added.

The TWG has been given until June 30, 2008 to come up with a study and recommendation for the implementation of E.O. 712.*CGS
