Negros Occidental Police Office director, Senior Supt. Rosendo Franco, yesterday has ordered the relief of a policeman in Hinobaan town, three days after a rape suspect fled from the station.
Franco said PO1 Richard Agustin and the town police chief, Inspector Mateo Maguate, are now subject to an investigation over the escape of Jovin Amparado at about 6 p.m. Saturday.
Amparado, 19, of Brgy. Asia, Hinobaan, managed to flee from the station when after he complained of stomach pains and was allowed by Agustin to stay in another room, Aksyon Radyo reported.
Amparado, who was detained at the station on January 3 this year, was still at large as of 4 p.m. yesterday, SPO1 Claro Dibuyan said.
Maguate could not be reached for comment yesterday but Dibuyan said in a telephone interview that their deputy commander, SPO2 Rogelio Gedalanga, was leading the hot-pursuit operations to capture Amparado.
Franco said Maguate could also be relieved if the investigation shows that there were lapses on his part.*PP

4 injured in road mishap
At least four persons were injured in a head-on collision of two vehicles in Bacolod City Monday, the police said yesterday.
Marvin Perez, Edwin Escutido and two other persons were brought by the Amity Volunteer group and the 117 Emergency services to hospitals after the car driven by Perez collided with the jeepney of Escutido near the Negros Occidental High School at Araneta Street, Bacolod, at about 10:30 p.m. Monday.
Traffic Management Unit investigator, PO2 Rex Eduardo, said Perez, who was driving northwards, hit Escutido’s jeepney that was running south, because he went out of his lane.
The members of the rescue units who responded to the incident said that the four suffered only minor cuts and bruises.*PP

PRO-6 to adopt new
duty scheme
The Police Regional Office 6 will implement a new duty scheme for policemen, to further strengthen the delivery of basic security services to the people of Western Visayas.
The three shift-duty called the “7-9-7 scheme” will correct the practice where policemen render a 24-hour duty of three days at eight hours a day, then having two days off, Region 6 police director Isagani Cuevas said.
Under the new scheme, Cuevas said the first shift will be from 7 a.m. to 5 p.m; second shift from 9 a.m. until 7 p.m. and from 7 p.m. until 7 a.m., the following day.
Policemenwill no have two days off, although they can still avail of one day off as provided by law.
Cuevas said this will be implemented soon inthe entire region and it is aimed at preventing policemen from getting into altercation, NIT will also ensure a strong force in various stations, he said.
“This should be institutionalized because our chiefs of police sometimes no longer exercise their authority over the personnel and sometimes the discretion is being abused,” he also said.
The 7-9-7 scheme was implemented two weeks ago as a component of the “Mamang Pulis/Aleng Pulis Serbisyong Tapat at Malinis” program, in Metro Manila and in other areas of the country.*GPB

‘Rugby boys’ nabbed

for stealing scrap iron
Three male minors were arrested by law enforcers for allegedly stealing scrap metals from an abandoned building at the downtown area in Bacolod City yesterday, the police said.
The boys, aged 13-16, who are alleged rugby users, were nabbed at the rooftop of the Esteban Building at Rizal Street, in Bacolod, at about 2 a.m. yesterday, Police Station 1 commander, Chief Inspector Noel Manaay, said.
Recovered from the three were five pieces of stainless door frames, which Manaay said, are usually sold by the boys to junkshops.
Manaay said they searched the building after they received a call that unidentified persons climbed into it through the metal sign of the Rizal Commercial Banking Corp.
He added that the teenagers will be turned over to the Bacolod Social Development Center for rehabilitation.
Manaay said they will coordinate with the owner of the establishment to seal its vacant portions because rugby users in the city have converted them into makeshift quarters.*PP
