| An ordinance that will pave the way for the establishment of the new northbound terminal of Bacolod City was approved by the Bacolod Sangguniang Panlungsod on third and final reading Wednesday.
Proposed by Councilor Wilson Gamboa Jr., the ordinance states that the city government will establish the Bacolod City New Northbound Terminal and operate it or enter into a contract with a qualified private entity to build or construct, develop, use, operate and maintain the facility.
It also provides that terms and conditions agreed upon by the parties will be covered by a memorandum of agreement between the city and the private entity concerned.
Under the ordinance, the mayor is authorized to create a committee that will study and review the management of the new northbound terminal, composed of the SP, especially the members of the Committee on Transportation and Traffic Management and others he may appoint.
The committee will design the traffic system of operation and submit and recommend its outputs to the SP for its approval.
The ordinance said that a new terminal is seen to be one of the immediate solutions to the recurring problem of traffic congestion in the city.
The ordinance also provides that the construction of the New Northbound Terminal should be completed within six months from its passage and approval.
The New Northbound Terminal of Bacolod City will be bounded on the south side 250 meters from the BANAGO Road (circumferential road) and on the north side by the Banago Creek along the Lacson National Highway.*CGS
