| The Bureau of Internal Revenue launched yesterday the Nationwide Rollout of Computerized Systems to build a comprehensive database necessary to support BIR’s collection and enforcement efforts, in its three district offices in Negros Occidental.
Through the NRCS, BIR aims to reduce the transaction processing time and encourage tax compliance through a broad tax base and modern work environment for its personnel, Rodita Galanto of BIR Bacolod said.
The core of the tax computerization program is the integrated tax system designed to automate and enhance the tax administration process which will maximize automation and minimize manual intervention in BIR operations, she said.
Providing technical assistance to the project is the Millennium Challenge Corporation administered through the United States Agency for International Development.
James King, deputy chief party of MCC, said USAID provided $20 million assistance for the project and the Philippine government’s counterpart was around P1 billion.
“It is important that everyone pays a fair share of taxes since taxes keep the country running forward. Without a sound tax bases and without taxpayers, no country will be able to survive,” King said.
The computerization system at BIR district offices will hopefully be completed by September 30 this year and it will make tax collection more efficient and taxpayers’ data more accurate, he said.
With the implementation of the NCRS, the Philippine government is demonstrating an effort to decrease corruption and to improve revenue collection, King added.
Meanwhile, BIR Deputy Commissioner for Internal Revenue Lilia Guillermo said the computerization will become the backbone of the tax system and the pillar of the Bureau’s Run After Tax Evaders program.
Guillermo reminded the public that tax evasion is a betrayal of the fundamentals of patriotism and the implementation of the computerization will make it easier for BIR to track down tax evaders.
Based on the BIR primer, NRCS will cover four systems -- registration, collections and bank reconciliation, returns processing, and taxpayer accounting.
With a computerized registration system, each revenue district office will have updated and comprehensive taxpayer registration information in a central ITS data repository while an automated CBR will result to an accurate accounting of tax payments made by taxpayers.
The return processing system will enable BIR to identify registered taxpayers who filed and did not file their tax returns. Taxpayer accounting system will provide each RDO a timely and accurate tax return statistics for management purposes and will facilitate identification of tax deficiencies.*NAB
