| The conflict among officers of the Corazon Locsin Montelibano Memorial Regional Hospital has intensified with the filing of a complaint for gross neglect of duty, dishonesty, falsification of official documents and grave misconduct against hospital chief Domingo Vega and five other officials before the Department of Health by administrative officer Bryan Baylon Tuesday.
Baylon also filed before the Office of the Ombudsman a complaint for malversation of public funds, falsification of public documents and violations of the Anti-Graft and Corrupt Practices Act against Vega, CLMMRH accountant Josephine Casabuena, administrative officer Rodulfo Urbanozo Jr., administrative aides Delfin Tabacug Jr., Julius Caesar Lacson, and Ana Maria Nemenzo.
He attached to his complaint a memorandum from the Commission on Audit ordering a notice of suspension on CLMMRH payment for the renovation of its Physical Therapy Building as SARS Isolation Unit after noting several deficiencies in the project implementation.
He cited the Feb. 13 inspection report from COA’s technical audit specialist allegedly showing excessive estimate of quantity of floor tiles used in the project and the contractor’s non-compliance of the specified requirement in the installation of airconditioning units at the PT building.
He claimed that the hospital officials neglected their duties in the preparation and approval of the contract between CLMMRH and RTC Construction and Construction Supply.
Baylon also called for a preventive suspension of the respondents pending investigation of his complaint.
Meanwhile, CLMMRH OIC chief Dr. Epifania Simbul said she already sent a copy of the COA report to Vega and other officials involved in the project.
She said COA regional cluster director Viola Villanueva recommended prompt settlement of the deficiencies within 90 days to avoid disallowance of the project.*NAB
