| The termination of the Comprehensive Agrarian Reform Program will not serve the purpose of uplifting the economic and social being of the people, especially the farmers, Dalmacio Tobias Jr., a member of the Presidential Agrarian Reform Council, said.
Tobias, who represents Leyte, said the PARCOM is tasked to look into the enforcement of the CARP.
Land acquisition and distribution should go hand in hand with support services to achieve its goals, Tobias said, as he urged the Congress to hear the farmers’ plea for CARP extension for another 10 years.
Several thousand hectares of land in Negros Oriental are awaiting actual distribution to intended agrarian reform beneficiaries, with a number of problematic areas, including in Bais City, the PARCOM said.
Another PARCOM member, Jimmy Tadeo, said the common problem is exclusion of agrarian reform beneficiaries who are in possession of certificate of land ownership awards for a number of years.
Region 7 director of the Department of Agrarian Reform Rodolfo Inson said he will not let his personnel to go against the implementation of the CARP.
This was in response to allegations that some municipal agrarian reform officers in Central Visayas are in cahoots with landowners who refuse to offer their lands for CARP coverage.
Inson said he is conducting an investigation to determine the veracity of the reports in expressing his desire to conduct retraining and reorientation among the MAROs, as well as weed the DAR of misfits and scalawags.
He assured the public that he will be transparent in implementing CARP through consultation in a very democratic way.
In Region 7, over 200,000 hectares of land have been distributed with almost the same number of beneficiaries, Inson pointed out.*JG
