‘City gov’t conformed
with deed of donation’

The Bacolod City government has complied with the condition in the deed of donation it had entered into with Antonio Lizares concerning the property in Brgy. 35, Bacolod City, which houses the old slaughterhouse, Bacolod City Legal Officer Allan Zamora said yesterday.

The only condition in the contract was for the city government to construct a public slaughterhouse and roads leading to and adjoining the facility, he said.

No condition for the continued use and maintenance of the existing slaughterhouse was mandated, he added.

If the city failed to comply with the conditions, the contract of donation would automatically become null and void and the title to the donated property shall revert to the donor or his heirs or assigns, Zamora said

Even if the new slaughterhouse in Brgy. Handumanan becomes operational, the property will not revert back to the donors because the city has complied with the condition in the contract, Zamora said.

He has no idea at the moment what the city will do with the existing slaughterhouse in Brgy. 35 but he believes it will still be utilized by the city perhaps for poultry services.

The city government said it has been losing about P6 million a year in the operation of the present slaughterhouse in Brgy. 35, since the regulatory fees it is presently charging the meat vendors was established in 1974 yet and had never been upgraded.

It is awaiting the operations of the Bacolod City Slaughterhouse in Brgy. Handumanan through a Memorandum of Agreement with AVM Bernardo Engineering which is investing P54 million to complete the construction, rehabilitation and installation of equipment at the new slaughterhouse.

The project will be operated as a double-A slaughterhouse by the private contractor who will turn over its operation to the city after 20 years.*CGS
