| The contractor of the new slaughterhouse in Brgy. Handumanan, Bacolod City is requesting the Sangguniang Panlungsod for a resolution endorsing the project to the Department of Environment and Natural Resources for the issuance of an Environmental Compliance Certificate.
Joy Ignacio, authorized representative of the Bacolod City Slaughterhouse, made the request to Councilor Alex Paglumotan, chairman of the Committee on Markets, in her letter dated March 6, 2008.
Attached to her letter is a resolution unanimously approved by the Brgy. Handumanan Council endorsing the project to the DENR for the issuance of an ECC.
The memorandum of agreement for the completion and operation of the new slaughterhouse was entered into between Mayor Evelio Leonardia and Antonio Valeriano Bernardo in February 2007.
AVM Bernardo is investing P54 million for the rehabilitation of the facility which was constructed in 1999 through the office of former Bacolod Rep. John Orola.
The slaughterhouse, which was turned over to the city in 2003, has a project cost of P19.5 million.
The contractor will be operating the facility for 20 years under an operate and transfer scheme.
With the operation of the new slaughterhouse, the city is expected to earn P3.13 million in regulatory fees in the first year of operation aside from the rental payment of AVM Bernardo.
While at present, the city is losing P6.7 million a year in the operation of the existing facility in Brgy. 35 since the regulatory fees it is charging was set in 1974 yet and had never been updated.*CGS
