| 4 nabbed in pot session
Four persons were arrested in an alleged pot session in Bacolod City Saturday, the police said yesterday.
Kenny Labandillo, 24, of Silay City, Reñer Valencia, 22, of E.B. Magalona, both in Negros Occidental, Zacarias Caragatan, 33, of Brgy. Handumanan, and Arandelo Pepino, 43, of Brgy. 27, both in Bacolod , were nabbed by Police Station 4 officers at about 2:30 p.m. Saturday, police reports said.
Chief Inspector Santiago Rapiz, Police Station 4 commander, said a concerned citizen in Purok Cereza 2, Brgy. 27, informed that the four were having a shabu-sniffing session at Pepino's house.
Recovered from the suspects were a sachet of suspected shabu, an improvised tooter, five lighters, an improvised bamboo clip, and empty plastic sachets, police reports said.
Pepino, however, denied knowing about the illegal activity, saying he was at a neighbor's residence when he was called by the police and arrested him along with the three.
Meanwhile, Bacolod City Police Office warrant officer, Elton Exaltado, served an arrest warrant to Caragatan, who had been involved in a robbery before, at the station's lock-up cell yesterday, police records show.
Rapiz said they are looking for another arrest warrant for Caragatan, who, he said, had mauled a traffic enforcer.
The four will be facing charges for violation of Republic Act 9165 or the Comprehensive Dangerous Drugs Act of 2002, Rapiz said.*PP

NOPPO, Cadiz WCPD
to receive honors today
The Negros Occidental Police Provincial Office and the Women and Children's Protection Center of the Cadiz City Police Station, are among the outstanding police units of Western Visayas that will be honored today by PNP chief Avelino Razon at Camp Martin Delgado in Iloilo City , during the 17 th founding anniversary celebration of the Philippine National Police.
The NOPPO, under Senior Supt. Rosendo Franco, was adjudged as best provincial police office in Western Visayas for 2007, while the Cadiz City police WCPC headed by PO3 Melinda Taganile got the award as best WCPC (city category) in the region.
NOPPO topped the performance evaluation rating among six provincial police offices in the region for the 3 rd and 4 th quarters last year, while the Cadiz police WCPC is also a contender in the national level for best Women and Children's Protection Center .
All police units in Region 6 are being rated every quarter of the year in the aspect of personnel development, intelligence work, police operations,investigation, management of logistics as well as in research and development.
Razon, who will be the guest of honor and speaker of the 17 th PNP anniversary celebration in Iloilo today, will confer awards on outstanding police officers and non-commissioned police officers.
The Western Visayas police command is expected to have a new regional police director on Feb. 14 with the retirement of Chief Supt. Wilfredo Dulay.
Chief Supt. Isagani Cuevas, deputy regional director of the National Capital Region Police Office, and Chief Supt. Samuel Pagdilao, deputy regional director for Administration of the Western Visayas police, are among the strong contenders for the position to be vacated by Dulay who will turn 56 on Feb. 14, the mandatory retirement age for members of the police organization.*GPB
