| The European Community sponsored a two-day seminar-workshop on the implementation of the New Government Procurement System held Tuesday and Wednesday in Dumaguete City .
It was attended by members of the Bids and Awards Committee, department heads, auditors, budget officers and procurement officers from 19 local government units in Negros Oriental.
Daisy Zita, consultant of the European Community, said the change of system, which is provided under Republic Act No. 9184, will entail difficulty among LGUs.
She said this suggests that government procurement will be done in bulk, and will become more transparent and comprehensive.
The Preparation of Project Management Plan and the Annual Procurement Plan will be specified, and the end-user of the procured product will be indicated, she said.
Zita noted the LGUs are not ready to adopt the new system.
The assistance of the European Community will be for five years to ensure they attain their target, she added.*MA
