| The Department of Education in Central Visayas has designated Dr. Victoria Galgo as officer-in-charge of the DepEd Negros Oriental, replacing Dr. Aleli Abne as provincial supervisor.
Her designation, however, was against the choice of Gov. Emilio Macias II, who had earlier said he was irked when DepEd Region 7 appointed Galgo without officially informing his office, and without his conformity, as provided under the Local Government Code of 1991.
Another aspirant and Macias' choice, Dr. Licerio Napao, who is Dumaguete City Division of Schools superintendent, said that like a good soldier, he followed orders from the Secretary of Education, by not insisting on the post.
Macias had intimated his preference for Napao, with whom, he said he can work comfortably, having tested his capabilities. The governor, however, said he was informed Napao did not have a Carrier Executive Service Officer eligibility.
Reports said that, like Napao, Galgo also has an incomplete CESO, although she had passed the superintendent's exam.
Under Napao's watch in the 1990s, with Macias also as governor, schools in hinterland barangays, including those threatened by the insurgency problem, were constructed.*JG
