CHR to investigate doc for negligence

Special investigator Jesus Cañete of the Commission on Human Rights said Monday that he will summon a female doctor of the Bayawan City District Hospital to explain alleged negligence in handling a gang-rape victim.

The victim, whose name is being withheld by the CHR, claimed that on January 1, samples were taken from her genitals with the use of a spoon-like instrument, but the attending physician carelessly dropped it to the floor.

The complainant said she was then told by the unnamed female doctor that there can be no laboratory examination that day because the laboratory was closed.

Lotto outlet
ceases operation

A lotto operator doing business in Dumaguete without a mayor's permit voluntarily stopped operating it after being issued a warning by the city government.

City legal officer Neil Ray Lagahit said the lotto outlet operated by Ian Briones voluntarily closed shop while processing his application for the necessary permits, in compliance with Provincial Ordinance No. 4 and City Ordinance No. 125.

Despite the action, the City Legal Office is still sending the cease-and-desist order of the mayor to comply with the procedures, and to monitor its compliance.

Capitol mulling
wider parking area

Gov. Emilio Macias II yesterday said he is planning to provide wider parking area for motorists and vehicle owners doing transactions at the Provincial Capitol.

He said the plan is to clear the road at the Kagawasan Avenue to ease traffic congestion, and added that a wider parking area will minimize the on-and-off street parking which normally causes traffic jams at the Capitol Area.

Macias is now looking for an available building where to relocate the office of the Department of Labor and Employment, Bureau of Fire Protection, Traffic Management Group, and the Internal Affairs Service office of the Philippine National Police.
