| A lotto outlet in Dumaguete City was found operating without a mayor's permit, City Legal Officer Neil Ray Lagahit disclosed yesterday.
Lagahit said they conducted a test-buy and discovered that the lotto outlet was illegally operating in a bicycle parts store, at the corner of Cervantes and Colon streets, Dumaguete.
He said the CLO will send closure order notices to the outlet and will confiscate the lotto machines.
Meanwhile, Lagahit said his office has received reports that a padlocked lotto outlet has resumed operation behind its main building.
This was shown by the pile of tricycles that had to double park near the new bridge in Tabuctubig, while their drivers are buying lotto tickets, Lagahit said.
He said that the Vilan lotto outlet was padlocked for operating without a mayor's permit and for violating City Ordinance No. 125 and Provincial Ordinance No. 4.
The city won the case against the outlet operators before the Supreme Court two years ago.
If this is proven, Lagahit said the city will not hesitate to again padlock the building and confiscate the lotto machine.*JG
