| The Sangguniang Panlungsod passed a resolution Wednesday requesting the City Legal Office to probe violations committed by the contractor of the new slaughterhouse in Brgy. Handumanan, Bacolod City, on the provisions of the contract it had entered into with the city, specifically on the time frame.
Its proponent, Councilor Alex Paglumotan said they have received information that AVM Bernardo Engineering will start the operation of the new slaughterhouse on March and they are requesting the CLO to review the contract to determine possible violations committed in case the contractor fails to operate the facility next month.
The memorandum of agreement for the completion and operation of the new slaughterhouse was entered into by the city government and AVM Bernardo in February 2007. The contractor is investing P54 million on the project.
Paglumotan said they will also schedule a meeting with Mayor Evelio Leonardia and the contractor to find possible options that will be best for the workers at the existing slaughterhouse in Brgy. 35 who will be displaced when the new facility operates next month.
The SP also approved an ordinance establishing guidelines and policies in the apprehension of illegally slaughtered animals in Bacolod City.
The ordinance authored by Councilors Alex Paglumotan, Celia Flor and Roberto Rojas also provides for the creation of a task force body for the implementation of the ordinance.
The task force will be authorized to apprehend and confiscate any carcass of parts of any animal illegally slaughtered, including the slaughtering paraphernalia.
Any person, firm or corporation caught illegally slaughtering or in the possession of “hot meat” shall be meted an imprisonment of six months to one year, or a fine of not less that P5,000, or both imprisonment and fine depending on the discretion of the court.
The Mayor is also empowered to cancel or revoke his/her business permit, license and award, while the City Veterinarian, through the task force and other enforcement agents, is empowered to confiscate hot meats/carcass or parts of any illegally slaughtered animal.*CGS
