P18.9M cash advances report
not official, city accountant

An P18-million fund has been allotted to Western Visayas for the implementation of the recently-launched Workers Income Augmentation Program  or WINAP aimed to enhance the income-earning capacities of low-income workers, Labor Regional Director Aida Estabillo said.

Through the program, also called "Dagdag-Kabuhayan para sa Manggagawa," minimum wage earners and other low-income workers in private establishments will be assisted in setting up livelihood projects and building capabilities to provide for their families without leaving their current jobs.

In Western Visayas, Estabillo said the P18 million will be divided at P1 million each for the 18 congressional districts in the region.

DOLE,  tasked to oversee the implementation of the workers income augmentation program, will assist beneficiaries in forming a project management team which will direct and supervise the daily operation of the business while they are working.

To avail of the program, the unions and organizations where the workers belong must be duly accredited with the DOLE. The  unorganized workers, meanwhile, will be assisted through the DOLE accredited co-partners or ACPs.

The program will provide service through the unions and ACPs to developing the capacity of the workers to collectively start and manage a business or livelihood undertaking.

Estabillo said  interested groups may inquire from the nearest DOLE office in their area or at the regional office in Iloilo City for the requirements.*NLG
