| The House of Representatives has approved and transmitted to the Senate the proposed Civil Aviation Authority Law under House Bill 3156, it said in a press release yesterday.
Speaker Prospero Nograles said it is imperative for the government to ensure the safety, quality, reliability and affordability of air transport services for the public.
There is an urgent need for the strict regulation of all civil aviation activities and institutions to ensure public safety in air transport and maintain the category one classification of the Philippine civil aviation, he added.
House Bill 3156 seeks to establish a regulatory framework for maintaining, enhancing and promoting domestic and international civil aviation in the country, with particular emphasis on aviation safety and security, the press release said.
The Philippines should be able to develop and utilize its full air potential by developing an air transportation system properly adapted to the present and future of foreign and domestic commerce, the authors said.
Among the principal authors are Representatives Juan Edgardo Angara, Manuel Zamora, Monico Puentevella, Eleanor Jesus Madonna, Erica Brasilia Fabian, Felix Alfelor, Edcel Legman and the members of the Committees on Transportation, Government Reorganization, Government Enterprises and Privatization and Appropriations.
A salient feature of the proposed law include the creation of an independent regulatory body with quasi-legislative and quasi-judicial powers possessing corporate attributes top be known as the "Civil Aviation Authority of the Philippines" attached to the Department of Transportation and Communication for purposes of policy coordination, the press release added.*
